Internal Advertisement: Human Resource Director

The UNIVERSITY OF HARGEISA is looking for a qualified applicant for the vacant position of Human Resource Director.

Job Purpose:

The incumbent will plan, direct, coordinate, motivate and develop human resource management activities of the university to maximize the strategic use of human resources and maintain functions such as employee compensation, recruitment, personnel policies, and regulatory compliance, in compliance with University Human Resources Manuel.

Job Description:

  • Administer the compensation, benefits, pension (develop retirement plan) and welfare programs.
  • Compiles human power needs from work units and develops HR plan of the university.
  • Orients new staff joining the central offices to vision, mission, rules and procedures of the university and the colleges Leading the HR policies and procedures modification activities to establish competitive programs and ensure compliance with legal requirements.
  • Advise managers on University of Hargeisa policy matters such as equal employment opportunity and work place conduct, performance standards and recommend needed changes.
  • Develops incentive/reward schemes and required budget
  • Perform complex staff issues, including dealing with understaffing, overstaffing, refereeing disputes, and administering disciplinary procedures, in collaboration with University of Hargeisa disciplinary committee.
  • Develop technical designs of surveys, assessments, performance appraisal tools and methodologies related to Human Resources Information System.
  • Identify vacant positions and supervise recruit and select applicants as per university HRM
  • Plan, organize and Conduct staff training and professional development programs.
  • Administer performance management systems; promotions, Job descriptions, employment contracts, transfers, leaves, and staff safety and recreation programs.
  • Ensuring effective maintaining and updating of the documentation and filling systems of Human Resource data.
  • Handles complaints and resolves grievances among staff.

Requirements for the Position:

  • Master’s Degree in Human Resources Management, MBA or Management
  • Must be Staff/Lecturer at University of Hargeisa for at least one year.
  • At least 3 years of experience in Human Resource management at a large institution
  • Well-versed in managing a professional staff.
  • Excellent and effective verbal and written communication skills in English and Somali.
  • Demonstrate highly developed teamwork skills
  • Able to direct the efforts of a team of diverse human resources professionals.
  • Demonstrate ability to enhance performance and continuously improve methods, approaches, and departmental contribution while being cost-sensitive
  • An understanding of employment law and employee relations and communication.
