Our Mission

The Finance and Planning Directorate is committed to ensuring the financial sustainability and strategic growth of the University of Hargeisa through effective financial management, transparent budgeting, and data-driven planning. We aim to support academic excellence and institutional development by providing timely financial services, prudent resource allocation, and informed strategic planning.

Our Main Responsibilities:

  • Develop, coordinate, and monitor the university’s annual budget in collaboration with colleges, departments, and administrative units.
  • Prepare accurate and timely financial reports; facilitate both internal and external audits to ensure accountability and transparency.
  • Identify and manage funding sources, including grants, partnerships, and donor contributions, in alignment with strategic priorities.
  •  Monitor expenditures to ensure compliance with financial policies, institutional priorities, and budget allocations.
  • Oversee the collection, recording, and management of university revenues, including tuition fees and service charges.
  • Lead the development and implementation of the University’s strategic and operational plans in line with national development goals.
  • Establish financial policies and ensure adherence to national laws, university regulations, and donor requirements.
  • Collect, analyze, and disseminate institutional data to inform decision-making and improve operational efficiency.
  • Plan and manage capital development projects, infrastructure investments, and long-term financial sustainability strategies.
  • Provide training and support to financial and administrative staff to strengthen institutional financial literacy and planning capabilities.
