Powers, Duties & Responsibilities of the University Of Hargeisa Senate:
Examine and approve the academic calendar of the University
Approve the University’s various academic programs
Decide on the conferring of degrees, diplomas and certificates as well as medal
Approve criteria for admission and enrollment of students
Set criteria for the determination of academic standards
Oversee quality assurance and excellence of programs
Provide governing guidelines for the settlement of disciplinary problems
Determine criteria for graduation and its ceremony processions
Formulate guidelines for determining student assessment methods and standards
Recommend to the Board the conferring of the rank of full Professorship and approve promotions to other academic ranks
approve tuition fees to be charged by the University
Issue guidelines on conditions and procedures of competitions for grants, fellowships, and scholarships
Formulate policies and guidelines for planning and utilization of resources
Formulate, modify, revise the organization of Colleges, schools, centers, institutes & departments of the University, & decide on the establishment of new units
Establish committees, which may include persons who are not members of the Senate, to carry out and exercise any of the powers of the Senate
Propose policies regarding employment, salaries, allowances and other benefits of the University staff to the board
Formulate policy and devise mechanisms for staff requirement, retention and promotion
Determine its own rules and procedures
Set budgetary areas of priority, device mechanisms for generating and retaining internal financial resources for the university, and administer the same as well as Revise plans and budgetary appropriation schemes
Provide an overall governing policy for external funding; and
Perform such other duties as may be given to it by the President.
